Portfolio & Program Analyst

San Antonio / Plano, TX On-site W2 Contract $40 - $45/hr Posted 2 days ago
ABOUT THIS ROLE

Position Summary

Our client is expanding a portfolio governance function that sits between executive strategy and delivery execution. This is not a traditional project management role. The successful candidate has owned a business area's portfolio of investments and can speak to how funding decisions were made, tracked, and tied back to measurable business results.

You will act as the connective layer between demand intake, investment prioritization, delivery progress, and value realization, and you will produce the reporting that executive stakeholders use to make funding and sequencing decisions.

Key Responsibilities

  • Own and prioritize a portfolio of initiatives for a defined business area, ensuring alignment to enterprise and business unit strategy.

  • Track and report delivery progress against business objectives, OKRs, and strategic goals, and escalate variance with recommended options.

  • Build and maintain benefit realization plans, then measure and report actual business outcomes against forecast.

  • Deliver executive-level visibility across demand, commitments, delivery status, financials, risk, and value realization.

  • Trace investments, programs, projects, and work efforts through to quantifiable business results.

  • Support governance forums, intake and prioritization cycles, roadmap planning, capacity planning, and investment decision-making.

  • Partner with finance, product, and delivery leadership on annual planning, quarterly re-prioritization, and budget versus actuals reconciliation.

  • Maintain portfolio data integrity in the PPM toolset and improve the reporting cadence over time.

Required Qualifications

  • 3+ years in portfolio management, program management, or strategic planning, with at least 3 years at the portfolio level rather than single-project level.

  • Demonstrated ownership of a business area investment portfolio, including intake, prioritization, and funding recommendations.

  • Hands-on experience building benefit realization or value tracking plans and reporting measured outcomes to executives.

  • Working knowledge of OKR or equivalent strategic goal frameworks.

  • Strong financial acumen covering capital versus expense treatment, forecast versus actuals, and variance analysis.

  • Experience producing executive dashboards and briefing senior leadership.

  • Proficiency with an enterprise PPM platform such as Clarity, Planview, ServiceNow SPM, or Jira Align.

  • Advanced Excel plus reporting experience in Power BI or Tableau.

  • Solid project management fundamentals across scope, schedule, budget, risk, and stakeholder management.

Preferred Qualifications

  • Financial services, banking, or insurance portfolio experience.

  • Prior work in a regulated environment with audit and compliance reporting requirements.

  • PfMP, PMP, SAFe, or equivalent certification.

  • Experience standing up or maturing a portfolio governance or value management office.

  • Capacity planning and resource forecasting across multiple delivery teams.
