Engagement: Long-term contract, multi-year. Expected to run several years, subject to contract renewal and funding.

About the work

The Teachers' Retirement System of Oklahoma serves more than 210,000 active members and retirees across 600-plus school districts, career tech centers, colleges and universities. It is the largest of Oklahoma's six state pension systems, and it is in the middle of a multi-year modernization: retiring the legacy ALICE platform and building MyPAS 3.0, a cloud-native Azure pension administration system that integrates with MyTRS and MyERS.

The legacy environment already moved to Azure in May 2024 and the member portal was modernized in July 2025. The foundation for the modern application stack is defined and close to complete. You would be joining to build on that foundation, working alongside TRS technical staff who continue to support the legacy systems while the new ones come up.

This is real greenfield-plus-migration work with a clear finish line: retire ALICE, eliminate the technical debt behind it, and replace fragmented manual workflows with something that scales.

What you will do

  • Build and maintain application components in C# .NET and Angular 16+ against Azure SQL Managed Instances and Azure Function Apps

  • Design and develop REST APIs, system interfaces and automation workflows connecting MyPAS 3.0 to MyTRS, MyERS and remaining legacy dependencies

  • Write clear, actionable user stories with real acceptance criteria, and help keep a prioritized backlog honest

  • Own the full development cycle for your work: coding, unit testing, documentation, code review, and submitting pull requests for TRS staff review

  • Translate functional and technical specifications into maintainable, production-ready software with a low defect rate

  • Trace and document legacy system architecture, dependencies and integration points so migration decisions are made on evidence rather than assumption

  • Work inside an established SDLC and project charter, in Agile delivery, with TRS analysts, testers and project managers

  • Explain technical trade-offs clearly to non-technical stakeholders, including pension business staff

Required skills

  • C# .NET - production hands-on, not incidental

  • Web API / REST design and development

  • Angular 16 or newer

  • SQL - strong query and data-modeling ability, Azure SQL preferred

  • Azure DevOps for boards, pipelines and repos

  • Git and a disciplined pull-request workflow

  • Working knowledge of secure coding practices

  • Working knowledge of Agile SDLC methodology

  • Ability to write user stories and acceptance criteria, not just consume them

  • Computer Science or MIS degree with 3 - 5 years of experience preferred, or an equivalent combination of experience and education

Nice to have

  • Azure Function Apps, Azure SQL Managed Instance

  • Power BI

  • Public sector, pension, benefits administration or financial services background

  • Experience migrating off a legacy platform rather than only building new

  • Document management or process automation platform experience

What we are actually looking for

Someone who can be handed an ambiguous business rule from a 30-year-old pension system, figure out what it really does, write the story for it, and then ship the replacement. Two people are being hired for this work. You will be one of a small number of contractors embedded with TRS technical staff, so the ability to work independently and communicate clearly matters as much as the stack.
